Why is my Romanian dad so dark?

Why does my dad look exactly like a gypsy? He is pure Romanian and 0% Gypsy (Roma). I want to know why. He has black hair, dark brown eyes and brown skin. My mom's family looks Nordic but they are still Romanian. My dad's family looks a lot like gypsies but they are not. Born in Romania, Romanian blood and Non-Gypsy. Is he considered white? Even if he's not gypsy? (Roma)
